Subcontractor Expectations
Contactor HSES Responsibilities
Vendors and contractors considered critical
are required to comply with the JRM contractor program. Critical
vendors and contractors include:
- Contractors who provide labor or critical on-site services
including but not limited to scaffolding, non-destructive
testing, electrical/ instrumentation, security, carpentry,
fireproofing, and insulation.
- Emergency response service contractors
- Waste disposal vendors
- Transporters of hazardous materials or wastes
- Barge or tank cleaning contractors
- Analytical laboratories
Candidate contractors or vendors who wish to bid for the
performance of critical activities must submit a HSES Pre-Qualification
statement that includes:
- A declaration and confirmation that the contractor/vendor
has appropriately written HSES systems in place which meet
or exceed all applicable government standards and regulations.
- A report of the contractor's/vendor's safety and environmental
performance showing recordable occupational injury incident
rates. The contractor's/vendor's safety performance should
not exceed the incident rate for the industry.
- A signed statement must be included with all bids that,
at a minimum, the contractor/vendor will comply with JRM's
rules and conduct regular inspections of their activities
while on the company premises.
- An agreement that the contractor/vendor will submit to
a HSES audit of their facilities and their HSES Management
System. The contractor/vendor must also agree to timely
correct any deficiencies that are deemed critical by JRM.
Evaluation of Performance
HSES guidelines have been established for critical
contractors/vendors to follow while performing work at any
JRM facility or vessel. These guidelines include their responsibility
to follow all regulations by federal, state, and/or local
governments having jurisdiction over the site or vessel. HSES
personnel monitor all onsite subcontractors/vendors as part
of the normal inspection/work review process. In addition,
onsite contractors/vendors may be subject to audits as part
of the facility Integrated Management System. Any serious
deficiencies in performance are recorded and communicated
to the appropriate contractor/vendor and JRM Management for
appropriate action.
